This essay aims to examine the evolution of the training needs in the Italian economy by virtue of the characteristics of the required skills, of the social changes and of the ongoing occupational dynamics. The evolution of the relationship between the demand and the job offer is analysed with particular attention to the social changes and to the aspects related to key competences. Particular attention has been given to the evolution of the demand for skills in reference to the perspective of the Fourth Capitalism and in relation to the growth opportunities for Made in Italy on international markets, with a focus on territorial models and experiences. The basic indication of the essay regards the transition in advanced systems from a technical-executive logic of skills based on the prevalence of (know how) to a model that requires sharing and participation (knowing how to act). This situation is causing a need for a substantial paradigmatic change in order to fully affirm new models both in the training system and in the economic system.
Il saggio intende esaminare l’evoluzione dei fabbisogni formativi dell’economia italiana in ragione delle caratteristiche delle competenze richieste, dei cambiamenti sociali e della dinamica occupazionale in corso. La situazione del rapporto tra la domanda e l’offerta di lavoro viene analizzata con particolare attenzione ai mutamenti sociali e agli aspetti relativi alle competenze chiave. Un approfondimento particolare è collegato ai cambiamenti della domanda di competenze a fronte della prospettiva del Quarto capitalismo e delle opportunità presenti sui mercati internazionali per il Made in Italy, con un focus sui modelli e sulle esperienze territoriali. L’indicazione di fondo del saggio riguarda il passaggio nei sistemi avanzati da una logica basata sulla prevalenza delle competenze di natura tecnico esecutiva (saper fare) a un modello che richiede condivisione e partecipazione (saper agire) e la necessità di un sostanziale cambio di paradigma rispetto ai modelli precedenti per poter affermare pienamente questo cambiamento sia nel sistema formativo che in quello economico.
