The Italian National Agency for the Evaluation of Uni- versities and Research Institutes (ANVUR) is in charge of evaluating the quality of research and teaching activities of Universities. On the basis of the European Standards and Guidelines (ESG) published by ENQA in 2005, ANVUR has proposed an internal evaluation system founded on self- evaluation and internal quality assurance procedures and an external evaluation system based on a yearly-based eva- luation of teaching and research outputs (Periodic Evalua- tion) and on an accreditation procedures. The integrated system has called AVA (Autovalutazione /Self-evalutation; Valutazione Periodica/Periodic Evaluation; Accreditamen- to/ Accreditation). The first application of the system during 2013 showed several areas of improvement from the technical and opera- tive point of view. However the most important challenge is the change of mentality from a bureaucratic approach to- ward an enhancement of quality attitude that needs to per- meate all the University system from the top to the bottom.
