This chapter reconstructs the transfer process of supranational policies regarding the creation of a European space for HE through the enhancement of ICTs to promote a culture of LLL and inclusion. The elaboration is based on the transversal analysis of national case studies, by the grounded theory approach (Strauss, Corbin, 2012), to grasp recurrences, hidden meanings and relationships emerging from the field of investigation, as represented by the narratives. As mentioned in the introduction, an attempt will be made to understand the process of policy transfer (Evans, Davies, 1999; Hulme, 2005; Evans, 2009); involving, adapting and reinterpreting the idea of EHEA by isolating the most important passages at the different levels of investigation, to allow the deep interconnections and mutual interdependencies emerging among the different levels of analysis offered by the meta-macro-meso-micro perspective (Dopfer, et. al. 2004; Li, 2012; Sheng, A; Geng, X. (2012), explained in the introduction.
